Cem Galip Özenen is the Transport and PPP Program Coordinator at the Islamic Development Bank (IsDB), Turkey Country Gateway Office.
Before joining to IsDB, he worked as founding Head of PPP Department and Senior Transport Specialist at the Ministry of Development (former State Planning Organisation-SPO).
During his studies at the MoD and SPO, he coordinated PPP pipeline of Turkey including appraisal and monitoring of the projects, supervised the implementation of annual investment programs, produced national policy papers, coordinated public and private institutions for the implementation of transportation plans, policies and projects, participated actively in discussions and negotiations with EU institutions through accession period. Prior to working at SPO, he worked for a construction company as an engineer and at Middle East Technical University-METU as a research assistant.
He has a Civil Engineering background (METU) and he earned his Masters Degree in Economics from University of Illinois (USA) and his Masters Degree in Transportation Engineering from METU.
He has publications related with PPP’s, Investment Planning, Transportation Policies, Transportation Economics and Project Evaluation and Assessment. He is the member of Turkish National Committee of Roads and UNECE Team of PPP Specialists.
