Mr Serdar Karabulut has served as Head of Aviation Security Department since 2011.
Karabulut is a graduate of the Istanbul Technical University, Surveying Engineering Department. As an engineer he worked on aerial photogrammetric mapping and various geographical information systems projects as a GIS expert. Karabulut joined DGCA and began his aviation career in 2002. He was appointed as the Director of Security Assessment in 2006. He acted as national coordinator in ICAO and ECAC audits. In 2007 was certified as an ECAC AVSEC Auditor and ICAO Auditor in 2015. Participated in many airport audits on behalf of ECAC as a team member and also as a team leader. He also conducted many national and abroad airport audits that Turkish carriers fly.
He acts as an auditor and instructor in ECAC and ICAO and represents Turkey in various different level meetings in ECAC and ICAO. He is a member of National Civil Aviation Security Committee and Border Integration and Management Board. In his role he oversees the national avsec audits and oversight system, running the screener certification project, developing regulations in various aspects of aviation security and maintaining national aviation security programme, running the secure freight project with IATA and towards one stop security project with ECAC and EC.
